This is a promotion manga (i.e. won't be included in any tankoubon) published in Comic Kairakuten. It's about the main cast of Menkui! going to a beach, in full color!
If you interpret the 'in' in the subtitle as English, it'll be "In (At a) Resort". If you instead see it as Japanese, the subtitle would mean "Lewd Resort".

I can only check my collection, but judging from that, all these magazines seem to use small, black/transparent bars rather than whiteouts: Comic Tenma, PLUM, Unreal, Rin, Megastore, Megastore H, ino., AUN, Angel Club, 0EX, and Bishoujo Kakumei Kiwame.
