Yeah childhood friends, although besides that fact that it's pointed out in the beginning, that aspect doesn't really play any big role in the story. Just two more chapters to go,
and the next story+after story will be something not previously translated, with maids!

Technically Hazuki didn't need to spend any money at all to achieve her goal, if only she had read about "induced lactation" which as a side effect also increases "cup size." And Takayuki would have been more than happy to help her in that way.
