Ojou-sama is equivalent to something along the lines of "Princess" or "milady" or something to that effect. Not a direct translation, but a similar level or respect, I think.

Yeah it can be translated as "milady", it's used to address a rich girl or someone from a classy family. I suppose theoretically it would work for a princess, although you would probably use the actual word for princess.
I haven't seen School Rumble, but if she acts like a classy rich girl, it's understandable. It's pretty common to call someone that acts high and might ojousama, in an ironic way (like "your highness). Alternatively he could use it to subject himself, like he's her servant.
